Agree with you.
Even we could have ranked better had I knew that we could only solve one question. 
So, that we could have given highest priority to the first question.
Although this rule is giving advantage, I believe it’s unfair.
I get their idea behind promotion or so, but for for that… Seats must be below 50%.
But actually, we live in a place where even education, jobs are reservation based. So… I dont expect this rule to change.
