If you observe the elo rating algo it always increases the rank of the user who stoped participating in contests.You can test it giving some example data here.

The way codechef calculates the ratings I don’t think it changes for people who don’t participate in a contest. Check point 2 at http://blog.codechef.com/2010/12/27/a-surprise-in-store-this-new-year/ , this is for short contest rating I think it is the same for long contests.
Yeah i agree with gultus .
But still his rating is unchanged where the users with submissions are down rated relativly considering with the top performers still is a plus point for those who do not participate.!
One disadvantage of not participating is there is a chance of that particular user’s rank to go down. Example: I haven’t participated in last two cook-offs and my ranking has dropped by 10 places each time. Moreover I don’t think too many people stop participating after reaching some decent rating, in fact defining a decent rating itself is pretty difficult there is always scope for improvement.
I agree with you @gultus may be everytime the n*m/r will add up so we had chance of loosing our ranks even .
