Change the timings of November Cook-Off 2018

Hello @admin,

Here is a request to please change the timings of November Cook-Off 2018 as timings are in direct clash with Technocup 2019 - Elimination Round 3.

This contest is about to achieve a landmark of 100 so it would be nice to see as much participation as possible but due to this clash of timings I believe that the number of participants would reduce to half. Please consult with lead of Codeforces and do some adjustments in the timings :slight_smile:

I think its a state of deadlock where both contest dates were announced long ago and hence changing any of it is unfeasible.
