A time penalty is for a
“Wrong solution”
Or
Any solution that is not accepted due to runtime errors or any error for that matter?

Please let me know. Its 5 minutes before the competition starts.

Except compilation error all other errors contribute towards your penalty count. (Only if the problem is successfully submitted).

That includes all SIG errors(or whatever they are)?
And TLE errors, right?
